To provide technical advice and expertise on LNG and associated projects
To manage all operational and maintenance activities safely and deliver set operational targets and objectives in time and within budget.
To ensure all manpower is employed productively and efficiently at all times in order to minimize cost and maximize output.
PRINCIPAL RESPONSIBILITIES
·Ensure the health and safety of all operations personnel through established safety programs like STOP and champion safety implementation at all levels and ensure all operational and maintenance activities are carried out in compliance with HES requirements.
·Provide dynamic leadership, guidance and direction to the Operations and Maintenance Team in order to ensure the all operations perform as an effective and efficient integrated function and is able to deliver agreed targets and other goals and objectives
·Recommend/use available technical expertise and know-how to maximize production levels
·Develop and maintain Gant charts showing departmental operational plan to be delivered and ensure that targets and milestones are delivered within agreed time-frames
·Ensure that all operational departments develop, maintain and deliver to their own Gant chart targets and milestones
·Ensure development and delivery of agreed performance commitments and ensure that the same applies to direct reports
·Supervise, monitor and review the planning and implementation of all operational departments’ activities in order to minimize cost of manpower and materials and maximize efficient use of resources
·Ensure that all operational departments are staffed with the skills, knowledge and experience required to carry out operational activities in order to achieve set goals and objectives within agreed time-frames
·To provide input into the overall Business Unit’s budget and business plan and prepare, manage, analyze and review the approved departmental budget within the parameters of the Business Unit budget process in order to maximize the value of the plant assets
·Ensure efficient investment of capital and control expenditure for all operational projects
·Provide operational input and oversight for all phases on LNG project
·Provide a smooth transition from engineering design groups to operational groups.
·Ensure Management Team of Mozambique Business Unit are provided with correct and timely information on:
·Engineering and design
·Production
·Maintenance
·Reports involving injuries, accidents or near misses
·Ensure operations are conducted in accordance with Client Codes and Practices and other applicable legislation
·Ensure all necessary agreements and contracts are in place and that purchasing activities are conducted within Corporate requirements
·To develop and ensure that agreed training programs are implemented and monitored to achieve technology transfer to National work force to provide for a reasonable and efficient nationalization schedule
·Establish and maintain a high level of coordination and cooperation with Client operations in Mozambique to ensure maximum economic benefit through synergies and communicate and liaise with Partners to establish trust and credibility.
·Provide technical advice, input and oversight to engineering, operations and maintenance to ensure credibility is enhanced.
ACCOUNTABILITIES
·Budget responsibility for overall Operational and Maintenance Departments and monitoring responsibility for subsidiary department budgets
·Manpower employment with required skills, technical know-how and experience to satisfy current and future operational needs
·Achieving the BU performance commitments for operational activities.
KNOWLEDGE, SKILLS, TRAINING AND EXPERIENCE:
·Petroleum, Mechanical or Chemical engineering degree.
·Minimum of 5 years experience in operations management position.
·At least 5 years working in a foreign location with a minimum of 2 years in a hard ship location
·Proven track record as an Operations Manager
·Strong leadership qualities, must be culturally sensitive and aware, should have broad industry operations experience.
·Must be effective at developing and maintaining Government relations
·Must have excellent people skills, especially communication and listening and the ability to motivate the team.
·Must have experience of working in production sharing contract fiscal regime.
